Eau Claire County currently operates four treatment courts – Drug, Alternatives to Incarcerating Mothers (AIM), Mental Health and Chippewa Valley Veterans – as a diversion alternative for individuals facing jail or prison time as a result of pending charges or potential probation revocation.  The Drug Court began operation in 2004, followed by AIM Court in 2007, Mental Health Court in 2008 and the Chippewa Valley Veterans Court (in conjunction with Chippewa and Dunn counties) in 2011.  The Mental Health Court also expanded eligibility to a broader population in 2013.  While each of the courts serves a specific population, referred individuals must be at least 18, meet residency requirements and be assessed as medium or high risk on the COMPAS risk-needs assessment (or qualify for a risk level override).  The treatment courts seek to increase public safety by reducing recidivism; improve the behavioral health of participants; promote healthy, intact families; and use justice system resources wisely. 

As the result of an Adult Treatment Courts Collaborative Grant through the federal Substance Abuse and Mental Health Services Administration (SAMHSA), the four treatment courts instituted a single, unified screening process in January 2013.  This process utilizes a multi-disciplinary Triage Team to review referrals, gather information and make acceptance determinations based on screening and assessment results.    The triage process includes administration of the COMPAS and a standard batch of additional screening instruments to better understand the referred person’s treatment needs.  These instruments currently include the TCU Drug Screen II, Correctional Mental Health Screen, PTSD Checklist-Civilian (PCL-C), TCU Criminal Thinking Scales and University of Rhode Island Change Assessment (URICA).  The Triage Team determines whether a referred person qualifies for a treatment court and, if so, the most appropriate court to meet the person’s needs.
